Transparency International’s (TI) Defence and Security Programme is seeking researchers for its 2015 Government Defence Anti-Corruption Index (GI). The researchers will undertake six to eight days research into the corruption risk in national defence and security establishments of one or more countries from the pool of 135.
The GI measures levels of corruption risk in national defence and security establishments worldwide. The index provides countries with a means to monitor the success of their anti-corruption mechanisms, and allows for comparison with other countries. TI said: “The 2013 wave of the index generated a high degree of press and media attention, and has been used by governments to improve their anti-corruption practices in defence.” In the 2015 edition, TI increased the number of countries to be analysed from 82 to 135.
According to TI “The index uses Country Assessors who answer a detailed questionnaire of 77 questions who can draw upon a wide range of sources to score each question, including: interviews with government officials, interviews with academic experts, publicly available documents and media sources. Two Peer Reviewers (and, if possible, the TI National Chapter and a government reviewer) review the assessment and provide their expert feedback.”
TI is looking for suitably qualified and motivated experts to work as Country Assessors and Peer Reviewers. The Country Assessors and Peer Reviewers should be proven researchers with experience conducting original fieldwork projects. TI would prefer that the researchers have experience studying or operating within the field of defence and security and/or anti-corruption.
TI will be considering applicants with a more general background, in the rule of law or governance of a chosen country if the researcher has sufficient research experience. The researcher may or may not be working in the country of analysis but must be independent of the government and have a strong command of both English and the language of the country to be assessed. The researcher will need to be a component IT user due to online project-sharing software called Indaba. Training and guidelines on the software will be provided.
The assessments will be carried out throughout May-July 2014 and the peer reviews in August- September 2014. Country Assessors will need to dedicate approximately 6 to 8 days in order to complete the assessment and to follow up on peer reviewer comments. The compensation upon completion of this task will be £750. Peer reviewers will need to dedicate approximately 1 to 2 days to review the comments and provide feedback, alternative opinions, and other sources. Compensation to this extent will be £150. TI is recruiting individuals on a freelance basis so no contract of employment will be provided but successful researchers will receive a formal letter detailing the agreement, along with an invoice and the materials required for research.
