The ninth edition of the Global Legislative Openness Week (GLOW) will take place from November 16 to 20, 2026, bringing diverse stakeholders, including governments, parliaments, civil society organizations, academic institutions, and citizens from around the world to celebrate and advance the open parliament movement.
Hosted by the Open Parliament e-Network (OPeN), the week brings together diverse stakeholders to collaborate on making legislative processes more transparent, participatory, and accountable.
During the week, dozens of events, conversations and publications take place across every region of the world, showcasing what parliamentary openness looks like in practice.
Since its first edition, GLOW has grown into one of the most consistent global convenings dedicated specifically to parliamentary openness.
From its beginnings as a niche conversation, GLOW has become a diverse movement, with parliaments, civil society, and international organizations working together to translate openness principles into concrete practices.
Each edition seeks to build on the previous one, connecting new actors and surfacing the innovations, challenges, and lessons emerging from every region.
This year’s edition will explore topics ranging from citizen participation and transparency to ethics and inclusion, and feature a spotlight global discussion on how artificial intelligence (AI) is reshaping parliamentary work, a theme that organizers say will be central to the OPeN main session.
Organizations interested in parliamentary openness are invited to organize activities that highlight the role of civil society, parliaments, and allies in promoting transparency, participation, and accountability in legislative processes.
Activities may include in-person events, online discussions, publication launches, social media campaigns, or any other initiative that fits the organizers’ context.
According to the organizers, GLOW seeks to encourage legislatures to adopt and implement open parliament principles, including proactive publication of legislative information, greater public participation in the legislative process, stronger oversight and accountability mechanisms, ethical standards for legislators, and the use of digital technologies to improve access to parliamentary information.
They said the campaign also provides an opportunity for legislatures to share experiences and innovative practices on issues such as open data, digital participation, legislative transparency, public consultations, citizen monitoring, and the use of technology to strengthen democratic governance.
Civil society organizations are expected to use the occasion to advocate for reforms that make parliamentary institutions more accessible, inclusive, and accountable.
GLOW is coordinated by the members of the Open Parliament e-Network, namely Directorio Legislativo (DL), ParlAmericas, National Democratic Institute (NDI), Westminster Foundation for Democracy (WFD), Inter Pares, Red Latinoamericana por la Transparencia Legislativa (RLTL), and OSCE’s Office for Democratic Institutions and Human Rights.
