The Portulans Institute, an independent, nonpartisan research and educational institute that aims to foster metrics-based and better policymaking on technology, innovation, and ICTs, has announced the opening of applications for its 2024-2025 Fellowship Programme for graduate students and young professionals eager to dive into research on technology and innovation, participate in global policy dialogues, and build a lasting professional network.
Fellows will independently develop their own research initiatives within the Institute’s focus areas, which can include activities such as policy research, case studies, multimedia content, training courses, and workshops.
The programme offers numerous benefits to enhance both professional and personal growth. Fellows will engage with a network of policymakers, academics, and thought leaders, enriching their research and development. They will access valuable data from the Institute’s flagship reports and indices, providing a strong foundation for their projects. Additionally, fellows can publish their research through the Institute’s content distribution channels, increasing visibility and impact. They can also participate in or organize events with the Institute’s support, further enhancing their professional engagement.
Flexibility is a key feature of the programme as Fellows can choose to work remotely or at the Portulans Institute’s office in Washington, DC, tailoring their experience to their circumstances. Financial support includes a $1,000 stipend, and fellows are encouraged to seek additional external funding to extend their research beyond the fellowship year. This financial support, combined with the freedom to manage their own projects and resources, fosters a sense of ownership and responsibility among the fellows.
Fellows will present and showcase their work at a community symposium at the programme’s conclusion, allowing them to share their research findings and innovations with a broader audience. They may also assist with existing projects by joining working groups, enabling collaboration with other experts and contributing to ongoing research initiatives. Fellows will have the autonomy to manage their projects and financial resources, fostering a sense of ownership and responsibility.
Ideal candidates should possess a bachelor’s degree in fields such as technology, innovation, data science, public policy, business, economics, or management, with at least three years of relevant work or research experience. Strong interpersonal and communication skills, and excellent writing abilities are essential for effectively conveying complex technology and policy concepts to diverse audiences. Candidates should have a proven track record of initiative and project leadership. Proficiency in English is mandatory, and knowledge of a second language is a plus. Successful candidates will be committed to the Institute’s mission and focus areas and will participate in remote, monthly cohort meetings to share progress and engage in discussions.
As part of the Fellowship Programme, fellows are expected to produce two blog posts (800 – 1000 words) based on their independent research or working group contributions. Additionally, fellows must complete one of the following: develop a comprehensive paper or policy brief (10 – 15 pages), organize an event, dialogue, or workshop, or create a podcast or video series (minimum five episodes). Applicants are encouraged to propose additional project ideas in their applications, showcasing their creativity and initiative.
Applications are due by July 12, 2024, and the fellowship period runs from August 1, 2024, to July 31, 2025. The program is open to applicants from all countries.
