Federal Government Calls for Applications on Nollywood Capacity-Building Fund

The Federal Government has issued guidelines for the Nollywood Capacity-Building Fund and is calling for applications. The Fund is part of President Jonathan’s pledge to support the Nigerian film industry with a N3 billion intervention fund. The presidential intervention is beginning with the roll out of a N300m Capacity-Building Fund (CBF).

The CBF is managed by Finance Minister, Dr Ngozi Okonjo-Iweala & Minister of Culture, Tourism & National Orientation, Chief Edem Duke.

The first part of the CBF is a Training Fund of N150m for training & skills acquisition for Nollywood practitioners in all competencies.

These include scriptwriting, directing, production & design, special effects, lighting, sound, HD techniques, acting, make-up, editing, etc.

Training grants are for short, intensive, training courses in Nigeria, a few grants for courses abroad may be available.

The Fund is open for application from July 2013 to December 2013. Courses commencing after December 31 are eligible provided the application is received before December 31, 2013.

The grants are targeted at existing practitioners in the movie industry.Applicants must be Nigerian, must have proof of address, e.g. utility bills, etc., & must have a valid e-mail address.

Applicants must submit filled online application form in all its parts and a scanned passport photograph. They must also submit proof of being industry practitioners, e.g. online reel, membership to a recognized & relevant guild or association, etc

They should submit a CV detailing employment history, paid or unpaid, valid ID, e.g. national ID, international passport, driving license.

Other requirements include a scanned admission letter from relevant training institute specifying training tuition.  The training institute must have been in existence before 1 January 2013 and must be reputable with proven track record.

Successful applicants will be selected on a first-come-first serve basis. A Panel of Assessors whose identities will not be known will assess applications anonymously according to set criteria.

The second part of the CBF is a Capacity Development Fund (CDF) of N150m for grants to Nigerian-owned private institutes in the industry.These will be existing institutes that offer training courses, programs & technical certification in the movie industry.

A CDF grant may be used to upgrade facilities, buy equipment or develop capacity to offer training programs that address key skills gaps. Institutes must be registered in Nigeria with a clear mandate to impart knowledge in filmmaking.

They will be required to submit CAC registration & Articles of Memoranda as well as proof of address (e.g. utility bills, etc). The institutes will be required to submit a filled online application form in all its parts & must have a valid email address.

The institutes must also submit a valid website address where information on courses, technical team & track record can be accessed.They should submit proof of training track record, e.g. online videos, awards for training excellence, info on no. of trainees yearly, etc.

The institutes are also required to submit valid IDs, e.g. national ID, international passport & driving license of the proprietor. Applications from government-owned training institutions are not valid and will not be considered.

Only privately-owned training institutes in existence prior to 1 January 2013 & with proven track record are eligible to apply. A Panel of Assessors whose identities will not be known will also assess applications anonymously according to set criteria.
