The Federal Ministry of Justice (FMOJ) has published a Freedom of Information Law Report (FILR), which reportedly contains “landmark judgments from Nigerian courts that define the scope of the right to access public information, exemptions under the Act, obligations of public institutions, and procedural requirements for enforcing the Act.”
According to a September 21, 2026, press release by Mr. Kingsley Obi, a System Engineer and Data Processing Officer at the Ministry, the FILR is an innovative publication and compilation of Freedom of Information (FOI) cases as part of the Ministry’s efforts to ensure effective implementation of the FOI Act, 2011.
It is, however, not clear from the press release if the FILR is a one-off report or if it is intended to be a periodic report and, if so, how regularly it will be published.
The Ministry said the Law Report contains landmark judgments from Nigerian courts that define the scope of the right to access public information, exemptions under the Act, obligations of public institutions, and procedural requirements for enforcing the Act.
It described the FILR as a practical reference material for judges, lawyers, public institutions, civil society organizations, journalists, researchers, and citizens committed to transparency, accountability, and good governance.
The Ministry said more information about the publication can be obtained by contacting the Department of Law Reporting and Publication on the third floor of the Federal Ministry of Justice in Abuja.
