Morocco’s Ministère de la Transition Numérique et de la Réforme de l’Administration (Ministry of Digital Transition and Administrative Reform), in partnership with the Open Government Partnership (OGP) and Expertise France, the French agency for international development and cooperation, will host this year’s African Open Government Conference themed: “Towards an Open Africa”, which is scheduled to take place in Rabat, Morocco from May 5 to 7, 2026.
Bringing together government leaders, local authorities, and civil society representatives from across the continent, the Forum is a space to exchange experiences, spotlight good practices, and reinforce the open government commitments that drive greater transparency, accountability, and improved public services across Africa.
The African Open Government Conference is a new format of the annual Regional Summit, a key milestone of the Francophone Open Government Support Project (PAGOF2), implemented by Expertise France and funded by the French Development Agency (AFD).
Specifically, the Conference will bring together high-level representatives of public authorities from various ministries and independent bodies to share best practices; civil society leaders, including advocates and organizations committed to transparency and accountability; policymakers such as experts contributing to shaping the future of Open Government initiatives, and private sector executives, such as industry leaders bringing innovative solutions for open governance.
The event presents an opportunity for members of the OGP community and others to connect with leading experts and peers engaged in Open Government reforms.
With an overarching focus on “Sharing best practices in Open Government” under the broad theme of “Towards an Open Africa, the key themes of the conference are Territorial governance and national–local institutional convergence – Open State, Anti-corruption, Open Local Government, Open Administration, Open Parliament, Citizen Participation and civic space, and Expanding the OGP Community.
The Forum aims to strengthen cooperation among participating countries and institutions on reforms related to transparency, anti-corruption, citizen participation, accountability, and modernization of public action, particularly through digital transformation.
It will provide a high-level political dialogue platform, facilitate the sharing of experiences, and help identify concrete avenues for collaboration with the participation of ministerial delegations, parliamentarians, institutional representatives, local elected officials, technical and financial partners, and civil society actors from across Africa.
The conference will showcase successful Open Government initiatives and expand the programme’s impact beyond beneficiary countries; share practical tools and lessons learned; support countries interested in joining the OGP; and seek to strengthen dialogue.
